Engagement focuses on identifying suitable land for the proposed bioethanol plant and its supporting agricultural activities

Access to suitable land remains an important consideration in the development of the proposed Bioethanol Project and Plant, particularly in ensuring that agricultural production and biofuel processing can be supported effectively.

As part of the efforts to explore land availability for the project, an engagement was held with Mr Rirhandzu Shilote, Chief Director of Land Redistribution and Tenure Reform. The discussions focused on the availability of land that could potentially accommodate the project’s requirements and support its long-term development.

The proposed bioethanol initiative presents an opportunity to strengthen the link between agriculture and renewable energy production. Through the cultivation of suitable feedstock crops, such as sweet sorghum, agricultural production can be connected to bioethanol manufacturing, creating opportunities across the agricultural value chain.

Identifying suitable land is an important step in exploring the feasibility of this value chain. It can help establish the agricultural foundation needed to supply raw materials to the plant while supporting opportunities for small-scale farmers and rural communities to participate in agricultural production and related economic activities.

The engagement with the Chief Director of Land Redistribution and Tenure Reform highlights the importance of collaboration with relevant government structures in exploring land availability and addressing land-related considerations associated with the project’s development.

The Bioethanol Project and Plant has the potential to contribute to agricultural development, rural economic participation and the growth of South Africa’s biofuel value chain. Continued engagement with relevant stakeholders will be more important in exploring how these opportunities can be realised.

Strengthening International Partnerships for Sustainable Agriculture, Biofuel Development and Rural Industrialisation in South Africa

BACF, Ceylon Sugar Industries & Holdings and Rishikesh Exports Engineering explore collaborative opportunities to advance agricultural transformation, renewable energy and youth employment.

The Black Agricultural Commodities Federation (BACF), together with its international strategic partners, Ceylon Sugar Industries & Holdings (Pvt) Ltd. (CSIH) of Sri Lanka and Rishikesh Exports Engineering of India, is advancing discussions aimed at strengthening South Africa’s agricultural industrialisation, sustainable biofuel development and rural economic growth.

As part of these engagements, discussions were held with the Minister of Land Reform and Rural Development and relevant government officials to explore opportunities to transform underutilised agricultural land into productive, commercially sustainable agricultural and industrial enterprises. Further discussions with PetroSA/SANPC focused on potential cooperation in biofuel production and renewable energy development.

Advancing Agricultural Industrialisation and Rural Development

During the engagement with the Ministry of Land Reform and Rural Development, CSIH presented an integrated development concept centred on large-scale sweet sorghum cultivation, bioethanol production, renewable energy generation and agro-processing.

Government officials expressed support in principle for exploring the availability of approximately 500 hectares of land in each of South Africa’s nine provinces under proposed long-term lease arrangements. The proposed sites would support sweet sorghum milling and associated agro-industrial facilities, alongside the identification of additional suitable agricultural land to ensure a reliable supply of crops for processing.

These proposals remain subject to formal government confirmation, land identification, applicable legal and environmental requirements, lease negotiations and the necessary institutional approvals.

If advanced successfully, the initiative could help establish interconnected agricultural production zones, processing facilities and rural enterprise opportunities across the country.

Strengthening Biofuel and Renewable Energy Cooperation

BACF and its international partners also engaged with representatives of PetroSA/SANPC to explore opportunities for collaboration in South Africa’s biofuel and renewable energy sectors.

Discussions focused on the potential use of sweet sorghum and sugarcane as agricultural feedstocks for bioethanol production, alongside biomass-based renewable energy generation and integrated agricultural value chains.

Realising these opportunities would require commercially viable production systems, reliable crop supplies, appropriate processing technology, infrastructure development, investment and sustainable market arrangements.

The proposed collaboration also highlights opportunities for technology transfer, engineering expertise, project development and investment facilitation, supporting South Africa’s broader ambitions to diversify its energy sources and strengthen domestic industrial capacity.

International Partnerships for Inclusive Economic Growth

The collaboration brings together complementary capabilities in agricultural development, industrial engineering, processing technology and project coordination.

CSIH is positioned to contribute expertise in sugarcane and sweet sorghum industry development, agricultural project planning, processing technology, technical consultancy and financing facilitation. Rishikesh Exports Engineering is expected to contribute relevant engineering and industrial technology expertise, subject to agreed project-specific arrangements.

BACF will play a coordinating role in stakeholder engagement, agricultural participation and institutional cooperation, with a focus on advancing opportunities for South African farmers and rural communities.

A central objective is to ensure that agricultural industrialisation creates meaningful economic opportunities, particularly for young people, emerging farmers, women and historically disadvantaged communities.

Potential opportunities include direct and indirect employment in farming, agro-processing, transportation, logistics, machinery services, maintenance and renewable energy operations. The initiative also seeks to promote skills development, technical training, agricultural entrepreneurship and the participation of local enterprises throughout the value chain.

Building a Sustainable Agricultural and Energy Future

Sweet sorghum offers potential as a multipurpose crop for bioethanol production, biomass energy generation and other value-added agricultural products. With suitable growing conditions, responsible land management, appropriate technology and viable commercial arrangements, sweet sorghum-based industries could contribute to agricultural transformation, renewable energy diversification and rural economic development.

The engagements with government institutions, PetroSA/SANPC and international partners represent steps towards exploring a coordinated approach to agricultural production, industrial processing and sustainable energy development.

BACF and its partners remain committed to constructive cooperation with government, agricultural producers, technology providers, investors and local communities. Through continued engagement and responsible investment, the proposed initiatives aim to unlock agricultural potential, support youth employment, strengthen rural livelihoods and contribute to South Africa’s long-term economic development and energy security.
